If it's a new magazine they'll look at initial sales to determine whether it's worth continuing to publish it. If you look on the magazine and find out who the publishers are and then look on the web for their website, you may be able to get some more information. It also may be a bi-monthly, or six monthly type magazine, in which case there's usually some clues in smallprint in the edition you have.
