It's just a proposal...has the word "should" a lot in it.

It is understandable that people may be feeling insecure and nervous now that there is uncertain leadership within the Labour and Tory party currently.

Absolutely. And it's a dreadful idea anyway - designed to stop Scotland, N.Ireland, Wales and possibly Cornwall making any real demands. Nothing in it that isn't a sop.

There is a lot to be said for a more federal approach IMO. But one article in the grauniad is a long long way from being policy. We now know who is going to take over from David Cameron. I am guessing Theresa May will stick to her guns and trigger article 50. That will occupy her and most of parliament for the whole 2 years it will take to leave. Whether there would be any stomach for running this type pf constitutional reform alongside that is debatable.

A federal approach could work with complete equality between 4 nations - but that isn't proposed. No, it's not policy, it's a suggestion. I don't think this is the way it will go. Personally, I think Scotland will have a referendum and leave. Then Ireland, possibly. Plaid Cymru is pushing for an independent Wales - but, of course, Welsh Labour would fight that.
