Anyone can officiate, but don't expect it to be a legal marriage. If this is okay for you - go ahead. If you want it to be legal you'll need a civil ceremony in a register office as well.

We had a shamanic "handfasting" a couple of hours after the Register Office Civil Partnership ceremony. A really good day.
