child born with flap of skin over face

Has anyone heard of a child being born with a flap of skin over their face? I was told a story of a baby born with this, and that the skin had writing on it, I can't remember the language. The skin was removed and kept in a jar of liquid, I can't remember the liquid. The skin would float or sink in the jar, depending on the health of the child. This person carried some psychic abilities/knowledge throughout their life. Thanks! Gayle
