The Durham Trials indicated that omega-3 might increase IQ in some children. There have been many criticisms of this study.
There has been no effect when omega-3 was given to mice. There have been no double blind tests done. Article from the Guardian here.
Generally, the current knowledge about intelligence suggests that it is about 60% genetic and 40% early environment.
However, a balanced diet including sources of omega-3 might make someone more able to use the intelligence s/he has, simply because it’s hard to think if you don’t feel well.

Of course IQ is a very nebulous concept anyway It can vary from day to day. A well person will whiz through tests that would stump them if they were ill.. I can easily believe that a good diet enables people to make the maximum use of their brain - so it leads to an apparent increase in IQ on that day.....

One particular study (University of Pittsburgh, I think) found indications that, in healthy young adults, omega-3 might improve short-term memory. This has led to on-going work with the hope of finding ways of curing or at least staving off Alzheimer’s. No one has yet come up with clear evidence of how it might work.
However, this is not the same as intelligence. There’s no evidence that IQ can be improved by taking omega-3 and there seems to be no reason for taking it as supplements if you are eating a balanced diet.
