My girlfriend is Chinese and qualified in massage from a school in China. It was a professional School and she received her certificate.
Is it possible for her to work in the UK in massage, can she convert her certificate, and where would she go to get a UK licence.

I do not believe there is any requirement for licencing in the UK as a massage therapist. She may need to contact a few insurance companies, to see if they will recognise her qualifications - they, in turn, may also be able to direct her to a professional association who could give advice on whether further training would need to be done in order to register with them.
Sorry - I don't appear to be offering much help! I had to go through the same process when I attempted to work in the USA and Belgium.
If it is not recognised, could I open the business in my name and she work for me.
Would I need a licence as the business owner.
