I won't go into the being chased part of your dreams for now. I'll PM or e-mail you later about it if you want.
Light winds is right woith precognition. Litterally "before knowledge". I would say that it is strongly linked to intuition. Jung talked about the "collective unconscious". The knowledge of the new fence existed somewhere, since someone had planned to built it. Somehow, your intuition managed to link into that knowledge, and it came up in your dream.

Thanks for the comments I havent been able to really get on the computer the last bit. This dream seems strange though I sense it is a meaning for something/ someone will come to play.
