Hy , when I go out on a normal day ( UV rating 5) with a hat on and suncream lotion on my face ,outside for 30 minutes - I still get sunburned in my face- Does this mean I suffer from Photosensitivity

You can ask your gp and better consult with dermatologist.
I have photosensitive skin. From your description I wouldnt suggest that you have one
