Hi All

I promised my friend I would ask you guys about his problem that he is having with a neighbour who has psychosis and very strong Asperger’s as he does not have the internet as cannot afford it. Anyway he lives in a council flat in supported housing as he has mild Asperger’s and since last September 2015 (11 months after he moved in) his neighbour has been slamming their doors from as early as: 6:14am to as late as: 12:16am midnight, 16 times maximum per day.

Shouting, shouting at him and banging around their flat during the day and banging their headboard against the wall throughout the night and the early hours of the morning, just because his neighbour does not like the amount of times he closes his doors quietly and hates him shaving with an electric shaver from 9:00am. She even had the nerve to falsely report him to the Council for slamming his doors (luckily the Council believed him because as he said not a day in his life has he slammed a door in a place, as respects his family and friends. Especially during the night and the early hours of the morning as he lived in a partly hollow house for 16 years!).

He is really getting annoyed with the constant harassment from his neighbour especially as they are spreading lies about him slamming his doors to other neighbours and is feeling really depressed and is drinking allot more alcohol as he has a tendency to take his anger out on himself! I try to reassure him that it is not his fault and should not put up with the harassment especially for 10 months now! He did say he reported his neighbour to the Council for slamming their doors but it seems to have made it allot worse, oops!

When I asked him what will you do next? He said he is going to get a transfer into an ordinary council rented accommodation and hopes that there will be no more psychotic neighbours who live around him. What he and I do not get is that the Council did not let him know that his neighbour has got very strong Asperger’s and psychosis before he moved into his new flat as he and I had to do some research about her. Surely contractually the Council should let each potential occupant know what kind of neighbours they will be living next to!?

What we found strange at the beginning was that he received two lots of previous resident’s mail still being posted to his address, but now we know why as we recon his neighbour scares away their neighbours who lived in his flat because of her very strong Asperger’s and psychosis!

Is there anything else I can do to reassure him and support him? especially as he is drinking allot more!

Looking forward to your replies.

All the best,

Oliver

Well the council may not know about mental health conditions of tenants moving in....but even they did that is confidential medical information .............they would have no right to disclose it.

Oh dear, how nasty. When you say supported housing isn't there a warden or a duty manager or case worker? That should be the first point of call, then Environmental Health dept of council with a complaint and then the police for harrassment, but it may be just that the council has a duty to house this 'neighbour' and they have to go somewhere and so others move not them 🙁
What is the complaint about the electric razor? whats wrong with that time or am I missing something, is it the frequency of the noise?

You are a good friend.

As already mentioned, there is no duty to disclose confidential information about other persons so, even if the council knew of mental health issues with the neighbour, it's not their place to tell anybody who doesn't have a real need to know.

Environmental Health should be able to help and monitor the noise levels, then take action if deemed inappropriate.

Hi Tashanie

My friend said to me that when he went to the Council Office to sign the terms and conditions agreement and receive the keys he had to disclose his mild Asperger’s, because as the staff member said they like to keep everyone happy, help them with their needs and by the sounds of things he matched the criteria for the flat, so they definitely know everyone’s medical information.

True I suppose that the Council would have no right to disclose confidential medical information but what annoys my friend and I is the fact that the Council had said that his neighbour living below him was polite and caring, but turns out to be a nightmare neighbour from hell! My friend recently said to me that whilst his mum was helping him decorate his flat when he went out, his female neighbour below him talked to his mum about their previous neighbour turning out to be a neighbour from hell.

As they reported her to the Council several times over the previous 4 months they had lived in my friends flat for and even reported her to the Police many times and she did the same to them only because her previous neighbour did it to her. My friend said to me that alarm bells were ringing off in their heads and thought what a vengeful and sad person and hoped she would not cause any trouble, especially as it could have been the previous neighbours fault and who were guilty. But now of course those alarm bells are ring for my poor friend and his mum but at least he is going to get a transfer I suppose.

Hi Cascara (Cassie)

Thanks for the sympathy I know my friend would appreciate it and I will pass it on to him. Unfortunately the supported housing does not have any wardens, duty manager or case worker per say as they have what is called a MSO (Mobile Support Officer) who deals with medical conditions, emergency’s and neighbour conflicts and as my friend said he had reported his neighbour to them but her harassment has gotten worse after they had a word with her.

As mentioned above to Tashanie that the previous neighbour who lived in my friends flat had reported his neighbour below to the Council and the Police but the previous neighbour left. We all recon that the Police had said to the previous occupant who lived in my friends flat, that at the end of the day their neighbour who is causing them trouble belongs in Supported Housing because of having very strong Asperger’s and psychosis and if they do not want any more trouble from them then they should move.

So you were right in saying that unfortunately “maybe the council has a duty to house this 'neighbour' and they have to go somewhere and so others move not them”. So technically the Council has failed my friend as they must have also known what had happened previously with the previous occupant. The only complaint about his electric shaver is that his female neighbour thinks it is noisy and he uses it from 9:00am just once a week as he does not want to upset his neighbour.

Thanks I try to help my friends and others especially if I cannot help myself as sometimes it helps me to help others.

Hi Energylz

Thank you for your reply please refer to the messages above.

All the best,

Oliver

Much such 'supported housing' has lost the support over the last several years. Partly to cut costs. It's very common.

What a nightmare then.

Is the electric shaver really that noisey? Is this a case where normal 'silent' wet razors are not encouraged?

Yes it sure is Cassie for my poor friend but obviously looking forward to moving.....

Last week I asked my friend if I could borrow his shaver so I could test it out in my Council flat (non-supported housing) and when I had 3 shaves during last week with my shaver, I switched mine off and then left my friends shaver on instead for 10 minutes and I had no complaints from any of my neighbours especially as I shave from 8:00am each morning myself.

This is a prime example of how psychosis affects my friends neighbour giving her all sorts of delusions especially when it comes to the so called door slams even though all my friend is doing is closing his doors quietly and she shouts “that’s noisy” at him, as I have witnessed part of her harassment myself. I don’t know how my friend keeps sane having a neighbour like her as she would even get me to question my own sanity, especially like my friend I do not like to upset any of my neighbours.

I recon if my friend was encouraged to have a wet shave his neighbour would say “I can hear the friction” haha! I know I should not take the mick out of my friend’s neighbour’s psychosis but even she gets to me sometimes, talk about a wild mental ride. Thanks for replying.

All the best,

Oliver

Afternoon hope everyone is well.

As of today my friend is really flipping out by panicking and anxious about people being around him as he thinks they are going to attack him like his neighbour is doing to him psychologically, as this week his neighbour who has psychosis is really attacking him by slamming doors, breakfast bar doors, windows and headboard, knocking on hollow walls in her flat, crashing cutlery and crockery in the washing bowl, coughing 20x in one go extremely loudly so he can hear her in his bathroom which he says is ear piercing!

Coughs tremendously loudly in the flat, shouting at him saying “your silly, your evil, you’re an idiot, your stupid” and this is 24 hours a day! (or would be if he did not go to his mums house when his nightmare neighbour went out with her partner from about 9:30am until he returns to his flat at around about 6:45pm). Of course when he returns to his flat she starts acting up again!

She even went as far as to say to her partner “I would love to murder him!” twice and sings tremendously loudly from 11:00pm-1:30am twice a week, just because she hates his acceptable noises like opening curtains, doors, cupboard doors quietly, pulling down door handles quietly, coughing normally and hates it when he puts his TV on mute when he wants to.

As he said he can hear their TV in the background but he obviously does not care if they put their TV on mute! We all feel sorry for her partner as he is of course on both sides, as my friend hears her partner say “don’t, stop it, sit down, grow up, he will report you!, do you know how serious this is getting, you do know you are harassing him!? It has gotten a bit more serious for my friend as he heard his neighbour shout, we are monitoring you and recording your noise for two months and then you will be in trouble and unnervingly he heard her partner say “yes we are”.

My friend has recorded her harassment for 2 months on a diary and has recorded her loud door slams etc. on a Dictaphone but is struggling to type it up and put all of the recordings onto a disc because of his anxiety. His mum and I have tried to help him out but he will not allow us to help him, what can we do? Especially as once his neighbours have submitted their lying and false diary surely he will be the one who looks guilty and not them!?

We all think the neighbours lying and false diary will say something like: opening and closing curtains loudly, door, cupboard door and handle slamming, him, his mum and his friend talking loudly during the day, keeps on coughing loudly, keeps putting his TV on mute, has a shave from: 8:00am once or twice a week and he makes strange loud noises during the day and night.

When we put this on a piece of a paper it did not look so serious, as we laughed about it as knew it was not true apart from the legal shaving and putting his TV on mute when he wants to, but after we laughed my friend said really it is not a laughing matter is it, so his mum and I just said crack on with your harassment diary then. But he could not concentrate probably because he still thinks he is still being mentally attacked or someone is going to attack him. What can we do to help him further??

Looking forward to your replies.

All the best,

Sarah (friends mum’s name) and Oliver

Has anyone involved contacted the council/social services/environmental health etc as recommended in previous posts? I am unsure how people on this forum can help. It may take many, loud complaints to the various departments local to the problem before anything can be resolved.

If you friend has a recording of the noise, and certainly of the neighbour making threats... then the Police should be called. They will take it very seriously if there are verbal threats being made, especially murder.
