I have heard that if there is a problem in one area be sure to look in the other also.

The spine is one long structure so it follows that a problem at one end will effect the entire length of the spine.

Most neck problems come from the neck, but a neck problem can very easily affect the lower back, and that may need treatment too; and vice versa. Personally I would treat the neck a few times, and look lower down if it doesn't respond as expected. If the problem is chronic, then I'd look elsewhere from the start, but treat primarily the neck.
